NCPC is leading a federal-local partnership to prepare a new Pennsylvania Avenue Plan that is currently under NCPC and CFA review in coordination with the NEPA and NHPA Section 106 processes.
The 1.2-mile segment of Pennsylvania Avenue between the White House and U.S. Capitol plays a significant role nationally and locally. Development and use of the Avenue is currently guided by an outdated 1974 Plan. While transformative at the time, the 1974 Plan no longer addresses current needs and best practices in city planning, design, and economic development.
Federal and local partners are working together with consultant support to prepare a new Plan that will revitalize the Avenue. Work is guided by a vision — the Avenue as a Venue — to transform the Avenue into a venue for spectacular events and celebrations; create an inspiring and beautiful public realm; modernize infrastructure; and streamline administration of operations to make the Avenue a great street and an iconic destination.
Project Deliverables
Two consultant teams are leading the planning effort using public comments received in 2022 on the vision and three early concept ideas: DAVID RUBIN Land Collective is developing designs for the corridor, parks, and plazas. HR&A Advisors is focusing on event programming and long-term stewardship.
When complete in 2027, the new Plan will guide implementation and facilitate a new management structure to oversee design and construction, operations and maintenance, fundraising, and event programming for decades to come.

NHPA Section 106 Process
NCPC is the lead agency for Section 106 under the National Historic Preservation Act (NHPA) and will conduct consulting parties meetings to evaluate the project and the design to determine if there are any adverse effects to historic resources.

NEPA Process
NCPC is the lead agency for compliance with the National Environmental Policy Act (NEPA) due to the Commission’s approval authority for projects on federal land. NCPC initiated NEPA on March 31, 2026; the scoping materials can be found at the link below. The 30-day comment period ends on April 30, 2026.
