New Plan for Pennsylvania Avenue Design Concepts

Input Requested:
The National Capital Planning Commission is seeking public input on new design concepts for the corridor and three main public spaces. NCPC also invites members of the public to participate in Scoping to identify issues, concerns, and alternatives that should be addressed in the Environmental Assessment (EA). The public is invited to review the design concepts and NEPA Scoping materials and share comments through April 30, 2026.

Description of Project:
The 1.2-mile segment of Pennsylvania Avenue between the White House and U.S. Capitol plays a significant role nationally and locally. Development and use of the Avenue is currently guided by an outdated 1974 Plan. While transformative at the time, the 1974 Plan no longer addresses current needs and best practices in city planning, design, and economic development.

Federal and local partners are working together with consultant support to prepare a new Plan that will revitalize the Avenue. Work is guided by a vision — the Avenue as a Venue — to transform the Avenue into a venue for spectacular events and celebrations; create an inspiring and beautiful public realm; modernize infrastructure; and streamline administration of operations to make the Avenue a great street and an iconic destination.

When complete in 2027, the new Plan will guide implementation and facilitate a new management structure to oversee design and construction, operations and maintenance, fundraising, and event programming for decades to come.

NCPC intends to prepare an EA pursuant to the National Environmental Policy Act (NEPA) and invites members of the public to participate in Scoping to identify issues, concerns, and alternatives that should be addressed in the EA.
As part of Scoping, NCPC is seeking input on:
• Environmental issues and resources that should be analyzed
• Reasonable alternatives to the proposed action
• Potential mitigation measures
• Other concerns related to the proposed project

Commission Action Requested: Approval of comments on design concepts for the New Plan for Pennsylvania Avenue.

Expected Date of NCPC Action: April 2, 2026

Historic Preservation (section 106) Consultation Process:
NCPC is the lead agency for Section 106 under the National Historic Preservation Act (NHPA) and is conducting consulting parties meetings to evaluate the project and the design to determine if there are any adverse effects to historic resources.
