Overview
The National Capital Planning Commission (NCPC), in cooperation with District of Columbia Public Library, invite you to attend a Section 106 consultation meeting for the proposed renovation of the Martin Luther King Jr. Memorial (MLK) Library on Wednesday, November 19, 2014 from 2:30 p.m. to 4:00 p.m.
Background
The District of Columbia Public Library is proposing to renovate the MLK Library located at 901 G Street, NW, Washington, DC. The purpose of the proposed project is to renovate and modernize the MLK Library to provide a world-class and sustainable central city library. The project is needed because deferred maintenance has resulted in deficient building systems that do not meet current standards. The District of Columbia Public Library has developed the programming for the library and proposes to rehabilitate the building’s exterior and interior landmarked spaces; enhance the exterior plaza and public space; introduce new innovative services; improve accessibility and visibility throughout the building; upgrade existing systems and address the needs of the neighborhood, residents, and visitors.
The proposed project will be reviewed by NCPC under the National Capital Planning Act as a District of Columbia project located in the Central Area. NCPC’s review and action on the project is an Undertaking subject to Section 106 of the National Historic Preservation Act. NCPC is also preparing an Environmental Assessment (EA) for the project to fulfill the requirements of the National Environmental Policy Act (NEPA). The first Section 106 meeting was held in conjunction with a public scoping meeting for the EA on October 7, 2014. During the joint NEPA/Section 106 public scoping meeting, NCPC presented a draft area of potential effect and the potentially affected historic properties were identified in accordance with the Section 106 regulations (36 CFR 800). The purpose of this Section 106 consultation meeting is to:
- review the significance and contributing features of the MLK Library
- present the action alternatives; and
- discuss impacts to historic properties resulting from the proposed action alternatives in order to apply the criteria of adverse effect as required under the Section 106 regulations.
