Speaker Series: EcoDistricts: Between Land Use and Green Building Codes

Urban sustainability policy is developed on a large scale through land use policy and on a small scale through green building codes. Between these scales, the environmental impacts of development are poorly understood and unregulated. District-based approaches to development and infrastructure are necessary to fill this critical gap.

Rob Bennett, executive director of Portland + Oregon Sustainability Institute, will talk about ecodistricts and POSI's initiatives to test new planning tools for them, establish best practices, and set appropriate metrics for evaluating their effectiveness.

Michelle Moore, federal environmental executive for the Council on Environmental Quality, will discuss the President's October 2009 Executive Order on sustainability. Executive Order 13514 requires federal agencies to measure, manage, and reduce greenhouse gas emissions. An interagency, district-based approach may optimize performance and minimize the costs of implementing the Executive Order.

NCPC staff will also be on hand to answer any questions about the 10th Street Corridor Public Scoping Meeting on February 2, 2010.
