Superintendent National Mall and Memorial Parks RE: Tidal Basin Development Concept Plan/EA 1100 Ohio Drive SW Washington, DC 20242

Description of Project:
The National Park Service (NPS) is undertaking a planning project to create a Development Concept Plan (the plan) for the Tidal Basin area of the National Mall and Memorial Parks. The purpose of this planning effort is to provide direction for the long-term management and rehabilitation of the Tidal Basin area based on the vision of the 2010 National Mall Plan and other planning documents. This project is part of the stipulations agreed upon by the NPS, the DC Historic Preservation Office, and the National Capital Planning Commission in a Memorandum of Agreement (MOA) to resolve the adverse effects resulting from a separate project for the Rehabilitation of Tidal Basin and West Potomac Park Seawalls (seawalls project).
This environmental assessment (EA) evaluates two alternatives: the no action alternative and the proposed action (the plan). Under the no action alternative, the Tidal Basin area would continue to operate in its current condition, with improvements made as funding allows. Under the proposed action, future development of the Tidal Basin area would be guided by the plan, with different options available for implementation.

This EA analyzes the potential impacts these alternatives would have on the natural, historic, and human environment. This EA has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 United States Code [USC] 4332[2] [C])1; the 2025 Department of the Interior NEPA regulations (43 CFR Part 46); and NPS Director’s Order #12: Conservation Planning, Environmental Impact Analysis and Decision-Making (NPS 2011) and the accompanying NEPA Handbook (NPS 2015).
