Description of Project:
The National Capital Planning Commission (NCPC) has released a draft update to the Introduction Chapter of the Comprehensive Plan for the National Capital: Federal Elements for public review. The chapter establishes the planning framework for the Comprehensive Plan’s Federal Elements to guide agency actions, including review of projects and long-range plans that affect federal buildings, installations, campuses, and master plans in the National Capital Region. The current Comprehensive Plan’s Introduction Chapter was adopted in June 2024 and was updated in response to Executive Order (E.O.) 13985 (Advancing Racial Equity and Support for Underserved Communities Through the Federal Government). By way of E.O. 14148, E.O. 13985 was rescinded, and E.O. 14151 (Ending Radical and Wasteful Government DEI Programs and Preferencing) was signed. Together, these orders required federal agencies to undo or amend agency regulations and policies that were made in accordance with Executive Order 13985 or which focused on a similar purpose, thereby necessitating revisions to the Introduction Chapter. The draft update reverts the Comprehensive Plan’s Introduction Chapter back to the version that existed prior to June 2024. Updates to the Submission Guidelines will be released for a concurrent review period.

Description of Project:
The National Capital Planning Commission (NCPC) has released a draft update to the Submission Guidelines for public review. One of the primary functions of the NCPC is to review master plans and projects submitted by federal agency applicants for consistency with the Comprehensive Plan for the National Capital. Agencies that are subject to plan and project review submit development proposals to the Commission by following the process laid out in the Submission Guidelines. These guidelines describe the content of submissions, submission stages, along with the coordination and review process. The current Guidelines were last amended in June 2024 and was updated in response to Executive Order (E.O.) 13985 (Advancing Racial Equity and Support for Underserved Communities Through the Federal Government). Description of Project:
The National Park Service, in cooperation with the Women’s Suffrage National Monument Foundation (Foundation), is seeking comments from the public on the site for the proposed Women’s Suffrage Memorial. Four sites within the National Mall are under consideration for the memorial: land to the west of the Constitution Gardens lake, land to the east of the Constitution Gardens lake, the eastern portion of the John F. Kennedy Hockey Fields near the DC War Memorial, and the area to the south of the Washington Monument.
A virtual public scoping meeting to discuss the sites and answer questions will be held on Tuesday, Sept. 9, 2025, from 6:30 p.m. – 8:00 p.m. National Park Service and Foundation officials will present the sites under consideration and be available for questions. Please note that comments from the meeting will not be recorded, so please submit formal comments for the proposed improvements by commenting online or by mail.

Description of Project:
The George Washington Memorial Parkway, a unit of the National Park Service, is proposing rehabilitation/replacement of the cantilever structure and adjacent retaining walls on Clara Barton Parkway in Glen Echo, MD. Additionally, NPS is considering demolition of an associated feature, the Glen Echo overpass.
The objective of this project is to provide a reliable and safe structure that will carry the Clara Barton Parkway in a manner that maintains to the extent possible the historic character of the structure and minimizes the required closure of the structure during construction.
