About AFRH Master Plan and Projects
In 2008, NCPC approved a master plan for the entire AFRH campus. The master plan divides the campus into two primary zones:
- The AFRH Zone, which houses the main AFRH campus that will be retained for federal use (192 acres).
- Zone A, which will be leased for private mixed-use development. Options include residential, office, research and development, institutional, medical, retail, and hotel uses (80 acres).
In March 2018, NCPC approved an amendment to the master plan that incorporates a decommissioned heating plant building from the main campus into Zone A.
To facilitate the redevelopment of Zone A, AFRH issued a Request for Proposals (RFP) in May 2018. AFRH selected the development team of Madison Marquette, Urban Atlantic in 2019. Per the National Capital Planning Act, NCPC will review any future amendments to the master plan and all individual federal projects on the campus.
On July 18, 2018, NCPC and U.S. Commission of Fine Arts (CFA) staff held a question-and-answer session regarding NCPC and CFA review of future plans and projects for Zone A of the AFRH campus.
On March 5, 2020, AFRH gave an information presentation to the Commission. The presentation covered the history of the project and the financial drivers of the private development lease, as well as a high-level overview of the proposed development concept.
NCPC and the District of Columbia Office of Planning signed a Memorandum of Understanding (MOU) on July 28, 2020, that outlined the process by which both entities would fulfill their review requirements for the unique development on Zone A. In the MOU, NCPC would review the updated master plan through the normal master plan review and approval process and the District would implement zoning in accordance with the approved master plan update. Once the zoning is in place, the applicant can proceed with the local review boards and permitting process. The MOU is available below.
On June 2, 2022, the Commission reviewed and approved an amendment to the 2008 master plan that updated the layout, uses, and design standards of Zone A. The Commission approved the master plan amendment but requested that AFRH coordinate with the residents to work toward a solution and come back with an update on the progress.
