Overview

NCPC has prepared new draft policies for tree preservation and replacement that are available for public review and comment from July 13 to September 14, 2020. NCPC last adopted the Comprehensive Plan’s Federal Environment Element in 2016. The element included policies related to tree canopy and vegetation, advocating for tree preservation and replacement when development occurs to prevent a net loss of trees on a site.

The new draft policies expand on these existing policies with an enhanced focus on tree preservation; alternatives to mitigate tree canopy loss if preservation is not possible; and more specific guidance on replacement tree ratios, specifications, and locations. In addition, the draft policies incorporate tree preservation and replacement practices from multiple jurisdictions in the National Capital Region, resulting in a progressive, consistent approach to preserving and replacing individual trees and forests on federal land.
