Overview

In anticipation of the potential reuse or redevelopment of Squares 378 and 379 on Pennsylvania Avenue currently occupied by the J. Edgar Hoover (JEH) Building, NCPC is initiating a process to develop square guidelines that will help inform the site’s redevelopment. Square guidelines typically focus on a building’s overall envelope, build-to-lines, general land use, and urban design guidance.

Development on Pennsylvania Avenue between 1st and 15th Streets, NW is unique in that it is governed by the 1974 Pennsylvania Avenue Development Plan and Square Guidelines, in addition to local zoning. NCPC, the General Services Administration, and the National Park Service have authority to propose changes to the plan and develop square guidelines. Unlike other squares in this area, the plan does not include guidelines for Squares 378 and 379 because the JEH Building was under construction during the plan’s development. NCPC seeks public input on what should be included in the square guidelines.

At this meeting, NCPC staff will provide information and accept comments on the following items:

  • An overview of the 1974 Pennsylvania Avenue Plan and the purpose of square guidelines.
  • The proposed schedule for developing square guidelines that will inform the future redevelopment of Squares 378 and 379.
  • The potential topics (such as building envelope, circulation, design, general land use) that will be included in NCPC’s draft square guidelines.
  • A high level analysis of different building heights for squares 378 and 379 and varying build-to-lines for Pennsylvania Avenue.

Please Note: A second public meeting will be held on Thursday April 28, 2016 at 9:30 am covering the same material for your convenience. There is no need to attend both meetings.
