NCPC developed Square Guidelines for Squares 378 and 379 on Pennsylvania Avenue, currently occupied by the Federal Bureau of Investigation’s J. Edgar Hoover building. Square Guidelines direct the size and shape of future development and guide general land use, circulation, and other urban design components. On January 5, 2017 the Commission unanimously approved the final Square Guidelines for Squares 378 and 379, which were transmitted to the General Services Administration. Any future redevelopment of the site will be subject to the newly-adopted square guidelines.

About Square Guidelines

Development on Pennsylvania Avenue between 3rd and 15th Streets, NW is unique in that it is governed by the 1974 Pennsylvania Avenue Development Plan, as amended, in addition to local zoning. The 1974 Plan is supplemented by Square Guidelines, which further regulate most of the parcels along this stretch of the Avenue. Square Guidelines direct the size and shape of any future development, and guide general land use, circulation, and other important urban design components. NCPC, the General Services Administration (GSA), and the National Park Service have authority to propose changes to the 1974 Plan and develop square guidelines. In anticipation of any potential reuse or redevelopment of Squares 378 and 379, NCPC worked with agency stakeholders and the public to prepare Square Guidelines for this site that will help inform how it is redeveloped. Unlike other squares in this area, the 1974 Plan did not include guidelines for Squares 378 and 379 because the current FBI Headquarters building was under construction during the Plan’s development.
