November Meeting Recap

NCPC approved preliminary and final site and building plans for the Arlington National Cemetery’s Southern Expansion project, which will expand the cemetery by 70 acres and incorporate the U.S. Air Force Memorial. Commissioners requested that the Army redesign a more welcoming memorial vehicular entrance.

NCPC reviewed plans for the Embassy of Libya, the first chancery project in the new Foreign Missions Center, according to a Memorandum of Agreement with the State Department. The Commission found that the proposal was consistent with the Foreign Missions Center Master Plan.

The Commission commented favorably on concept plans for the Cybersecurity and Infrastructure Security Agency Headquarters Building at the Department of Homeland Security’s headquarters at St. Elizabeths. Commissioners found that the building balanced programmatic needs with historic preservation considerations and requested more information on tree removal and potential antenna installation.

Commissioners also adopted an update to the Comprehensive Plan for the National Capital’s Federal Environment Element’s Tree Replacement Policy and Submission Guidelines that prioritizes tree preservation and offers guidance on alternatives if preservation cannot be achieved.
