Step 1:
Schedule a Pre-Submission Briefing

Pre-Submission Briefings are required for all projects. At the discretion of staff, Pre-Submission Briefings may be conducted via phone or email for small and less complex projects. For particularly large, complex, or long-term projects, additional consultations may be necessary. If you've had a briefing, continue to the next step, otherwise, email NCPC to set up a meeting.

Step 2:
Review Submission Guidelines

The submission guidelines differ depending on the type of project (i.e. site or building project, master plan, antenna etc.) and the review stage (concept, preliminary, or final) the project is in. NCPC staff will help you determine the type of project and the review stage during the Pre-Submission Briefing. In the submission guidelines page below, you can view or download the report requirements for your submission by navigating first to the project type and then the review stage tab.

Step 3:
Prepare Your Project Report

Once you have reviewed the submission guidelines for the appropriate project type and the review stage, you may begin to prepare the project report. When preparing the project report, be sure to include everything in the report requirements identified in Step 2. View our Applicant Resources page for more information on how your project can respond to various topics such as transportation, historic preservation, or flooding. Note: All documents should be accessible and adhere to Section 508 of the Rehabilitation Act of 1973, as amended in 1998 (29 U.S.C. § 794 (d)).

Step 4:
Deliver the Submission Packet to NCPC

Once you are certain the project report is complete and everything needed for the project submission is in hand, it is time to deliver your submission packet. The preference is for government agencies to send us the packet via the online submission portal. If your agency has not signed up for the submission portal, contact us by clicking on the button below and request instructions to register with the portal. If you are a consultant, ask your sponsoring government agency if they have access to the submission portal, as the portal only accepts submissions from government agency personnel. Alternatively, you can download and complete the application form, combine your submission materials into a single PDF less than 10 MB, and click the “Submit Digital Copy” button below. Finally, if sending materials online is not an option then please mail digital copies in CD/DVD/USB format to the address below. Make sure your submission package includes the application form and the project report with all items identified in Step 2. Due to COVID-19 and various construction activities, NCPC staff are working remotely. Please coordinate with NCPC staff prior to mailing the application so we can ensure it is received.

Step 5:
Send Us an Email

Please send the project officer an email notifying us of your project submission. If you do not know who the project officer is, use the "Contact Us" button below.

Step 6:
After You Submit

Staff will contact you if the submission is incomplete. Check the Agenda and Materials page to see if your project is on the Tentative and Final Agendas for the Commission meeting.
