Anacostia Waterfront Transportation - Architecture Design Standards

The Commission approved the D.C. Department of Transportation’s draft Anacostia Transportation Architecture Design Manual. The document provides guidance on designing improvements within the department’s right-of-way, including pedestrian spaces, transit and bicycle lanes, and any related landscaping, street furniture, lighting, and signage. The concepts for the manual were based on goals and themes established in the Anacostia Waterfront Initiative and NCPC’s Legacy Plan.

General Services Administration – Headquarters Modernization

The Commission concluded that the Takoma Neighborhood Commercial Overlay and related map amendment would not adversely affect the identified federal interests and would be consistent with the Comprehensive Plan for the National Capital: Federal Elements. The overlay will implement guidelines and standards for revitalization related to historic preservation, market economics, land use, urban design, and transportation, as envisioned in the Takoma Central District Plan of 2002. The overlay district will encourage a mix of retail and residential uses that revitalize the area’s economy and create a lively environment.

Washington Convention Center – Temporary Parking Lot

The Commission approved concept design plans to develop the former site of the Washington Convention Center as a temporary parking lot that will accommodate short-term and special-event parking. The Washington Convention Center Authority expects that, after three to five years in operation, the lot will be redeveloped with a permanent solution that reopens 10th and I Streets to vehicles.

Fort Lesley J. McNair – National Defense University Expansion

The Commission approved preliminary site and building plans and final foundation plans for Lincoln Hall, a new building that will provide educational classroom space and meeting and conference space at the National Defense University, located in Fort McNair. The Commission did not approve the concept sketch for the new east gate area and asked that the Department of the Army continue developing that concept.

White Oak Federal Research Center – New Garage

The Commission approved preliminary site and building plans and final foundation plans for the North Garage at White Oak Federal Research Center. The design for the 844-space garage at FDA’s consolidated campus in Montgomery County uses architectural elements previously approved for the master plan. The Commission specified additional requirements as final site and building plans are prepared.
