The Mall – Perimeter Security

The Commission approved the Smithsonian Institution’s concept design for perimeter security improvements throughout the Mall. The improvements, which will encompass the area between Constitution Avenue and Independence Avenue, and 4th and 14th Streets, NW, will replace temporary barriers that were installed after September 11, 2001. Ten of the fourteen buildings within the project area are included in the concept design, and the buildings not included are coordinating their own security plans with this project and with the Commission’s National Capital Urban Design and Security Plan. Because of differing conditions along the various streets and buildings, the design approach varies accordingly and includes elements such as bollards, retaining walls, freestanding walls, hardened benches and light polls, and tree panels. In its approval, the Commission recommended that the Smithsonian refine many design aspects in preparing preliminary site and building plans.

Lincoln Memorial – Circle Rehabilitation and Security Improvements

The Commission approved preliminary site and building plans for two concession buildings on Bacon and French Drives; and final site and building plans for a perimeter security retaining wall around Memorial Circle. The National Park Service revised the roof form of the concession buildings and provided further detail on the retaining wall in response to concerns that the Commission expressed during its December 2003 review of this project. The concession buildings, to be used for food service, have been appropriately redesigned and will be consistent with the style of existing stands. The retaining wall, which will be installed around the north, west, and south sides of the Memorial Circle, will consist of granite that matches the memorial.

Chancery of the People’s Republic of China

The Commission approved preliminary site and building plans for the Chancery of the People’s Republic of China, located on Connecticut and Van Ness Street, NW in the International Center. The 300,000-square-foot chancery, comprised of two buildings linked by an entrance pavilion, will reflect contemporary Chinese architectural concepts in terms of the placement of the buildings, the interior sequences, and the use of gardens. The chancery will not contain any consular or residential functions. In preparing final site and building plans, the Commission recommended ensuring that there is sufficient landscaping along Van Ness Street to visually soften the impact of the wall surfaces and providing improved pedestrian access from International Place to the Central Park.

Arthur Capper/Carrollsburg Dwellings HOPE VI Project

With the exception of the design for a senior housing building, the Commission approved preliminary and final site and building plans for this redevelopment project, bounded by 3rd Street, SE, Virginia Avenue, SE, 7th Street, SE, and M Street, SE. The Arthur Capper/Carrollsburg HOPE VI redevelopment project is a new mixed-used, mixed-income project that will replace an existing public housing complex. New development will include one-for-one replacement of public housing and incorporate senior housing, market-rate townhouses, condominiums, and apartments. Plans for the neighborhood also include retail, a community center, a new park, and office buildings. In its approval, the Commission made several recommendations on aspect of design, building materials, and landscaping.

St. Colletta of Greater Washington – Consolidated PUD and Amendment to Zoning Map

The Commission concluded that the proposed Planned Unit Development and related map amendment would not adversely affect federal interests. St. Colletta, a nonprofit corporation, will construct a school for mentally disabled and autistic children and adults on land leased from the District of Columbia. This three-story project, designed by Michael Graves Associates, will include classrooms, a gymnasium, outdoor classroom areas, playing fields, surface parking, and a circulation drive. In its comments to the Zoning Commission, NCPC recommended visual screening along 19th Street and between the disabled parking area and Independence Avenue, SE. NCPC advised the District that the master plan for Public Reservation 13 and project plans on Reservation 13 must be submitted to NCPC for review.
