The National Park Service, in cooperation with the U.S. General Services Administration, the National Capital Planning Commission, and the District of Columbia is preparing a master plan for the long-term vision and management of Pennsylvania Avenue. This planning effort focuses on establishing a long-term vision plan that will ensure the continued use of Pennsylvania Avenue as the nation’s “Main Street,” where inaugural parades, civil rights marches, and state funerals occur; and where nationally significant people and events will be commemorated in the future. The need for the plan is to address current problems and concerns about the management and maintenance of Pennsylvania Avenue and its connections to the city. The plan presents alternative approaches for providing amenities for visitors, residents, and workers as well as ways to streamline management so that the Avenue can achieve its significance and purpose.
In accordance with the National Environmental Policy Act, the NPS, as lead federal agency, along with GSA, NCPC, and the District of Columbia are preparing an Environmental Assessment to identify alternatives and assess the potential impacts of the plan. Concurrently, the agencies will conduct consultation under Section 106 of the National Historic Preservation Act of 1966. As part of this planning effort, a public scoping meeting will be held on Wednesday, May 29, 2013 from 5:00 PM to 7:00 PM at NCPC’s offices, 401 9th Street, NW, Washington, DC. During the meeting, the project team will discuss alternatives and the public is invited to learn about the plan and provide input to help inform the pending Environmental Assessment and consultation under Section 106 of the National Historic Preservation Act.
