Comprehensive Plan for the National Capital: Federal Elements - Amendments to the Federal Environment Element
(File number CP01b)

The National Capital Planning Commission (NCPC) adopted updated policies for the Federal Environment Element of the Comprehensive Plan for the National Capital. The policies in this element reflect current federal goals regarding sustainability, environmental issues, and best environmental planning practices. The element has updated existing policies as well as new policies that address light pollution, climate change, and energy conservation.

The policies in the updated element will not take effect until the Commission adopts updates to all seven existing elements and the new Urban Design Element under development. NCPC anticipates completing the update process for all elements by spring 2013.

New Commissary - Fort Belvoir, North Post
(File number 7150)

The Commission disapproved preliminary site and building plans for a new commissary on Fort Belvoir's North Post. The 137,000 sq. ft. facility would be located next to the new PX facility currently under construction, and be part of the base's planned North Post Town Center. It is anticipated that the project will come back for further review before the Commission.

The National Mall Design Competition: Constitution Gardens and Sylvan Theater

Before adjourning, the Commission heard an information presentation on the National Mall Design Competition winning concepts for Constitution Gardens and the Sylvan Theater, located on the Washington Monument Grounds. No action was taken on this agenda item. Additional information on these winning designs may be found here.
