10th Street Corridor Initiative

Overview

NCPC has commenced the 10th Street Corridor Initiative to coordinate and advance the cornerstone initiative highlighted by the 2009 Monumental Core Framework Plan—to transform the Southwest Rectangle into a quality place to visit, work, and live.

To accomplish this goal, the Framework Plan calls for redefining the 10th Street, SW corridor as a national showcase of sustainability—a green and mixed-use corridor that extends the honorific landscape of the National Mall toward the waterfront and creates prominent locations for nationally significant cultural destinations and federal offices.

The plan’s objectives include:

  • Restoring important viewsheds and enhancing the public realm;
  • Increasing the variety of uses and reclaiming the street grid;
  • Improving the setting for future memorials and museums; and
  • Establishing a multi-modal transit center.

The federal presence in the corridor presents an opportunity to plan beyond the individual building scale to create an ecodistrict. Within an ecodistrict, a group of buildings, related infrastructure, and open space functions together to meet sustainability goals such as managing stormwater on-site, reducing energy consumption, and eliminating greenhouse gas emissions.

The 10th Street Corridor Task Force will guide the planning, implementation, and investment strategies. Their work will be documented in an Environmental Assessment and Summary Report. Representing the federal property owners and tenants, the Task Force consists of six federal agencies, three local agencies, and the Smithsonian Institution. This group will develop and analyze alternatives for the 10th Street Corridor that meet the needs of these federal and local agencies, and the community. The Task Force’s work is timely in that it will strongly support the administration’s new Executive Order on Federal Leadership in Environmental, Energy, and Economic Performance.
