Commission
Structure
The Commission is comprised of 12 members. Commissioners represent federal and local constituencies with a stake in planning for the nation's capital. The President appoints three citizens, including the Chair. At least one member must reside in Virginia and another in Maryland. The Mayor of the District of Columbia appoints two citizens. Both must be residents of the District of Columbia.
Remaining members serve ex officio. These include the
- Mayor of Washington, DC
- Chair of the DC City Council
- Heads of Executive Branch agencies with significant
land holdings in the region
- Leaders of the U.S. House and Senate committees with
DC oversight responsibility
Ex officio members typically appoint alternates to represent them at Commission meetings.

L. Preston Bryant, Jr. (Virginia)
 President Obama appointed L. Preston Bryant, Jr. as chairman of NCPC in September 2009 for a six-year term that expires in 2013. Mr. Bryant is a senior vice president for economic and infrastructure development in the Richmond office of McGuireWoods Consulting where he advises on a wide range of issues including water and wastewater facilities, conventional and renewable energy, and commercial and industrial development. Mr. Bryant previously served as secretary of natural resources in the cabinet of former Virginia Governor Timothy M. Kaine, where he oversaw the Commonwealth’s environmental, recreational, wildlife, and historic resources agencies. Prior to his cabinet service, Secretary Bryant served in the Virginia House of Delegates for ten years. He also served as a manager and partner at Hurt & Proffitt, Inc., a Virginia-based civil engineering, surveying, and planning firm. Mr. Bryant received his BA in English from Randolph-Macon College, a Master’s of Humanities from the University of Richmond, and an MA in modern British literature from the University of London.

Herbert F. Ames (South Carolina)

Herbert F. Ames received a 6-year appointment to the Commission in March 2005. Mr. Ames is a licensed real estate broker in South Carolina and the owner of the Ames Company of Florence. The Ames Company is involved in the development and marketing of commercial real estate. Mr. Ames has been a member of many boards and committees. He was elected to two terms to the Florence County Council 1994-2000 and served as Chairman in 1995-1996 and as Vice Chairman in 1999-2000.

John M. Hart (Maryland)

John M. Hart began a 6-year term on the Commission in December 2008. Mr. Hart earned a Bachelor of Architecture from Miami University, and a Master of Architecture and a Master of City Planning from the University of Pennsylvania. He serves as a Principal in the Planning and Urban Design Group with RTKL Associates in Washington, DC. In this role he is a project manager and lead designer for master planning and urban design projects both in the United States and abroad. Mr. Hart has special experience in the field of natural hazard mitigation planning.

Arrington Dixon

Mr. Dixon is president of Arrington Dixon & Associates, Inc. (ADA Inc), a computer and telecommunications professional service business. Mr. Dixon has served in various public-sector capacities, including chairman and member of the Council of the District of Columbia and the Metropolitan Washington Council of Governments. He is currently Chairman of the Anacostia Coordinating Council and a Life Member of the Committee of 100 on the Federal City. A graduate of the U.S. Army Command and General Staff College, Mr. Dixon continues to support national defense efforts as a Colonel in the Army Reserve. He holds a B.A. from Howard University and a J.D. from George Washington University. Mr. Dixon was first appointed to the Commission in 1995 and reappointed in January 2007 to a 4-year term by Mayor Adrian Fenty.

- Stacie S. Turner

- Ms. Turner is a partner agent with the Mashie & Turner Group, a real estate firm located in Washington, DC where she is in the top 1 percent of residential realtors nationwide. Prior to joining the real estate sector, Ms. Turner worked in the corporate marketing world for firms including Proctor & Gamble, Sprint, and Black Entertainment Television. She also ran her own marketing consulting practice. Ms. Turner has a BBA in Finance from Howard University and an MBA from Harvard University. A native Washingtonian, Ms. Turner serves on the Board of Directors for MetroTeenAIDS, and is affiliated with the National Association of Realtors and the Greater Capital Area Association of Realtors. Ms. Turner was appointed to the Commission in January 2007 for a 4-year term by Mayor Adrian Fenty.
